Ceylon City Council talks Community Day
CEYLON — The Ceylon City Council met on Tuesday evening and spent some time talking about the upcoming Community Day.
Two questions were asked during the public comments time. One was if it was approved to put up a closed alley sign on Community Day because 4-wheelers were going fast on the alley and someone may get hurt. The council said it wA okay with that if no emergency vehicle would need to go there. The resident said they would remove the barrier if an emergency occurred. The second question was about the ordinance that concerned 4-wheelers in the city limits. The council suggested that law enforcement be called and observed that there are so many 4-wheelers in town on Community Day, and the town does not have a police person. Law enforcement will be present.
Ordinances will be examined as part of the work sessions the Council periodically has. In the meeting, the council approved putting the lawn mowing assessment for a property that is now sold on the taxes.
The Bleachers and concession stand from the ball field are on the auction list for the Community Day auction. The manganese problem may need a chemical at $1,700. The Bad Boy mower requires extensive repair of possibly $1,000. The city employee will get quotes. There is one good mower and one not-so-good mower left. The city is leasing a mower from Miller Sellner.
The council also approved a vendor fee of $50 for food and merchandise vendors. Fees will be paid to the clerk before April 12. The Minnesota Department of Transportation (MnDOT) paid the city to repair the sidewalk on Main Street, and the $50,000 is currently in the general fund. They will discuss an appropriate investment for that money until the project is started. One suggestion was a League of Minnesota Cities fund, and another was a savings account at the bank.
In other business:
— The council approved scheduling a work session for April 22.
— The council approved the bid from Wayne Walter for $7,625 to remove the fire ruins, concrete and junked vehicles from the Railroad Street property that had a fire a year ago.
— The council approved an increase to the Fire Association of $1,000 and tabled the increase to the Cemetery Association.
— The council discussed the request from The Still Bar to have a liquor off-sale at Community Day and denied the request.
— The bid for the Floor Grates at the City Shop was awarded to Harris Welding.
— The council discussed the appointment of an engineering company for the City. Bolton & Menk was approved with one nay vote. Some vendors were approved, such as onion rings and Reichel insulation, for the fee ascribed for Community Day.
— The City Works employee reported that True Green would take inventory of the trees in the City and suggest their solution. Some were dead or nearly dead from Emerald Ash Borer. Some may be treated, but that would cost $200 per year per tree. This will be brought up at the next meeting.
— In council reports, action was called for about more houses that need to keep cleaning up and the council will contact the owner again. The city attorney will send an arrangement letter to the clerk. Unlicensed vehicles are also a problem and will be dealt with. Clean-Up Day in Ceylon is scheduled for May 10, curbside only.
— The Council discussed the online auction of trucks from NuWay.
– The Fire Association requested an increase from the City and has purchased an adapter to recharge the vehicles at fires.
The next meeting of the Ceylon City Council will be at 6 p.m. on May 13 at City Hall.
