Sherburn City Council talks policies
SHERBURN — The Sherburn City Council met on Monday and discussed the Fund Balance Policy, the Fixed Asset Policy and the Investment Policy suggested by the Administrator after budget workshops with the Council.
The first policy is used for ‘out-of-the-ordinary’ miscellaneous expenses and projects, adjustments to utility bills and late fees. The Fixed Asset policy has to do with forfeited property and depreciation. The Investment Policy is needed to set aside money for rotation to replace equipment correctly. There are Restricted and Unassigned funds that may be used for large upcoming projects and are on reserve. The City has accounts With Northland Security and AM accounts for certain projects. The sewer and water, liquor store and Temperance Lake Ridge policies and funds are separate from these funds.
The council tabled any vote to be able to discuss this most important action after reviewing the policies. It hopes to bring this topic up again at the next meeting on Oct. 7.
Derek Behrens from Bolton and Menk Engineers reported on the bill for Holtmeier Construction’s extra work on a water main replacement, a manhole replacement and some sewer line replacement done in June. This was done as the construction on Highway 4 had dug up the area anyway and the city needed to fix those projects. The council approved the payment of $229,000+ to Holtmeier. This was separate from the ‘MN DOT’ project and the city approved the project. He mentioned that the contractor did a very good job. A list of things needing to be finished was mentioned and supplied by the Administrator. These will be worked on soon.
Nicole Behrens from the Martin County Economic Development Association discussed possible incentives for businesses to come to Sherburn and some possible land available. The council mentioned tax abatement possibilities and infrastructure needed and asked about how many jobs would be possible for the area and what the community would get if businesses were to come to Sherburn. Behrens said that the meeting she would go to was in the Metro area and it was on Friday. The council thanked her for asking about the Sherburn area and asked that she research any businesses that would be interested.
The Police Chief, Trevor Yochim, reported on the department’s actions. He also asked that the ordinance violations be under the council’s control and that the police department would enforce them. He explained the routine followed and the consequences of ordinance violations when a council person asked for examples.
The Administrator’s report included the list of things needed to be fixed connected to the highway 4 project and a request from Martin County West for service projects that could be done by students. The council went into a budget work session following the meeting.
In other business:
— The council approved the donation of $1,600+ for the Sherburn Fire Department.
— The council additionally approved upgrading the internet at the Liquor Store from Frontier to Midco, since losing money due to many switches and the inability to use the former internet in the Red Carpet correctly. The upgrade will cost $4,000+ but will save money in the long run.
— The council approved liquor and gambling permits for the Sherburn Fire Department Raffle and Turkey Bingo scheduled for Nov. 1, and a gambling permit for the annual Fox Lake Conservation League’s January event.
The next meeting of the Sherburn City Council is scheduled for 5 p.m. Oct. 7 at City Hall.
