Francisco C. Elgar, 27, of Postbill, Iowa was convicted of speeding; fined $225. Also convicted of no proof of motor vehicle insurance; fined $200. Also convicted of no Minnesota drivers license; fined $100.
Dewayne A. Decker, 54, of Winnebago was convicted of child endangerment-situation could cause harm or death; fined $660, sentenced to jail 365 days, stayed 350 days for two years, credit for time served three days, defendant does not need to serve remaining jail time if following the chemical dependency recommendations, two years supervised probation, contact probation officer as directed, follow all recommendations of chemical dependency assessment completed 5/11/22 and follow all aftercare recommendations if treatment is ordered, complete domestic abuse batterer’s intervention program as approved by agent, provide medical marijuana card for agent verification, continue counseling with therapist until successfully discharged, take medications in prescribed dosage and frequency, no use or possession of firearms or dangerous weapons, follow all state and federal criminal laws, contact probation agent within 72 hours if charged with a new crime; are in contact with law enforcement; if changes address, employment, or telephone number, cooperate with search of person, residence, vehicle, workplace, property, etc. by probation officer, give a DNA sample when directed, sign releases of information as directed. Also convicted of domestic assault-intentionally attempts to inflict bodily harm on another; sentenced to jail five days, credit for time served three days, concurrent with other case. Additional felony charges of first-degree tamper with witness-prevent to inform police, third-degree assault-victim under four, and terroristic threats-reckless disregard risk, were all dismissed.
Mattiullah Juoinda, 31, of Dallas, Texas had a charge of fail to drive with due care continued for dismissal; fined $100, six months unsupervised monitoring without conviction, no same or similar.
