Questionable Police Practices

When my two girls were out playing, a neighbor boy had grabbed my oldest around the neck and brought a sharp metal object across her face enacting a scene from some movie. in doing so, he cut her face from one side to the other. when reported to police, the officer said he wasn't going to do anything about it because the kid was just "horsing around". When i brought up to him if i did the same thing to an officer while on patrol would they not do anything about it because i was just horsing around, he hung up on me.
