WINNEBAGO - Winnebago City Council has narrowed its choices for city administrator to three: Raymond French, Robin Leslie and Chris Ziegler.

French lives in Eagan and works as an administrative intern with the city of St. Louis Park. Prior to his current position, he was an intern for two years with the city of Eagan.

French graduated from high school in Madison, Wis., and earned a bachelor's degree in psychology and sociology at the University of Wisconsin-Eau Claire. He graduated from Hamline University's law school and is working on his master's degree in public administration through Hamline.

Leslie is a certified planner and has been working as one for the city of Oshkosh, Wis., for two years. Prior, she was chief planner in Worcester, Mass., for three years. Before that, she was senior planner for two years in Irving, Texas.

Leslie is a graduate of Blue Earth Area High School and has family in Faribault and Freeborn counties and would like to return to Minnesota, said Wendell Sande, interim city administrator for Winnebago.

Leslie earned a bachelor's degree in government from the College of St. Benedict in St. Joseph and a master's degree in public administration from Minnesota State-Mankato.

Chris Ziegler of Winnebago was elected to the City Council in 2008. His term would have ended Dec. 31 of this year, but he resigned to apply for the position of administrator.

He is director of business management for Human Services of Faribault and Martin counties, where he began working in 2007. Prior, he was an administrative assistant for Winnebago from 2005-2007.

Ziegler is a Blue Earth Area High School graduate. He attended Minnesota State-Mankato, where he earned a bachelor's degree in finance with a minor in business administration.
