I think it would be simpler to just remove the "gun free zone" law. The fact it is unlawful to possess a firearm on school property is what fuels the Kooks in the first place.

The law was first put in place by Janet Reno in 1990. The next big school shooting was Columbine in 1999. How did having a "law" against firearms on campus work out?
