so, since the World Bank has known this philosophy for years...why didnt they implement it then? now all of a sudden someone comes by and is against's their fault? someone needs to take responsibility for their own actions. sure coal is cheaper...but is it safer for our environment? or isn't the environment even an issue anymore?
