So, what the article is stating is once again the gov't leaped before it looked? That would be a HUGE surprise to me. Nice research Martin county. I'm more and more impressed with your abilities every day. You're gaining on Fairbault county. Add a couple of roundabouts through town that aren't needed and you'll be nipping at their heels.

This came from the federal gov't to change to the ARMER system. The county waited as long as possible and tried to get grants to help cover the cost of the equipment and 2 towers. This one isn't the county's fault.
